Can authors publish their research/survey paper in the conferences organized by IEEE,ACM journals???

Hi,
How it generally works in research is that you can publish your research in conferences OR in journals.

For example, let's say that you write a new data mining algorithm that is faster than previous algorithms. Then you write a paper about it and you can submit it to either a conference or a journal. Then some reviewers for the journal or conference will review your paper and decide if it can be published or not. If it is good enough, it will be accepted. If it is not good enough, it will be rejected.

There are a lof of conferences and journals. For some conference and journals, it is more difficult to get accepted (for example, the top journals and top conferences). For other it is easier.

Now, to answer your question, anybody can submit a paper to a IEEE or ACM conferences or journals but your paper needs to be good enough to be accepted in these conferences or journals. If it is not good, it will not be accepted. So the answer about whether you can publish in IEEE or ACM depends on how good your research is and how well you can write a paper.

Usually, it is assumed that a researcher will go to the conference to present his paper, if it is accepted.

However, sometimes it happens that a researcher is sick or has a good reason for not attending such as missing his flight, etc. In that case, the researcher do not present his paper and usually, it is still published in the conference proceedings. Or the researcher send a video to the organizers. But usually, this should be in exceptional cases. If a researcher do not present his paper several times at many conferences, he may have a bad reputation, perhaps. Some conferences for example keep a list of people who have not presented their papers and ban them from submitting again for two years. But in my opinion, few conferences do that.
